    So I need a set of tyres to pass an mot then a second set to use on the road

    You can wear them down to the steel cord for improved grip on ice.

    I have seen specialist companies that will provide ships with required lifesaving and fire fighting equipment to pass mandatory surveys. Have also seen above equipment being removed from ships just after I had endorsed and stamped their statutory certificates. Very common in UK and Africa.

    Well that definitely justifies having a second set of legal tyres just to pass the MOT so you can then swap back to illegal ones.
